Pursuant to section 301 of the Tariff Act of 1974, President Trump announced that he would impose 10 percent duties on a new group of products originating in China, the value of which is approximately $300 billion. 08.14.19 FR Notice. The effective dates of imposition of the duties are Sept. 1, 2019, and Dec. 15, 2019. The products subject to the Sept. 1 and Dec. 15 duties according to their Harmonized Tariff Schedule of the United States subheadings and narrative descriptions are set forth at the following links: List 4A - Effective Sept. 1, 2019, and List 4B – Effective Dec. 15, 2019. Consistent with the previous imposition of section 301 duties on Chinese-origin products, the Office of the U.S. Trade Representative (USTR) will establish a process by which interested persons may request that particular products subject to the foregoing announcement may be excluded from the additional duties. According to USTR, the procedures for requesting such an exclusion will be forthcoming.
