Overview

Having split his career between serving in the federal government and representing private clients at large law firms, Sean has a deep and well-rounded insight into how to best achieve wins and solve problems. He concentrates his practice in administrative law, antitrust, and litigation, and serves as the co-chair of the firm’s Administrative and Regulatory Law Practice Group.

Sean has a strong background in regulatory, administrative, and constitutional law. He served as an Attorney-Adviser in the U.S. Department of Justice’s Office of Legal Counsel, where he provided controlling legal advice to the president and executive branch agencies on complex and novel legal questions. He has inside knowledge of the federal rulemaking process and can drive favorable outcomes in petitioning federal agencies and challenging regulations. Sean also clerked at the U.S. Court of Appeals for the District of Columbia for Judge David Sentelle and at the U.S. District Court for the District of Columbia for Chief Judge Royce C. Lamberth.

Sean has considerable experience as a litigator, focusing on antitrust work. During his time at the U.S. DOJ’s Antitrust Division, he was a member of the Civil Conduct Task Force, a special unit dedicated to investigating and prosecuting civil violations of federal antitrust statutes. In that role he played key roles in high-profile cases such as United States v. Apple and United States v. Cargill. Sean has represented clients in federal and state competition and consumer protection actions, with experience before state and federal courts, the Federal Trade Commission, and the European Commission’s Directorate-General for Competition. He provides counsel on compliance with antitrust and related consumer protection statutes, ensuring his clients navigate these complex areas effectively.

From his tenure at Am Law 100 law firms, Sean has extensive experience counseling clients through the antitrust implications of proposed mergers and acquisitions. He provides guidance throughout the entire process, from structuring deals to mitigate antirust risk, handling Hart-Scott-Rodino filings, answering second requests and litigating challenged transactions.

Sean is also dedicated to community leadership. At New York University School of Law, Sean was a recipient of the AnBryce Scholarship, awarded to first-generation college students who have proven themselves to be leaders in the face of challenging social and economic circumstances. He later served as a trustee and chair of the Advisory Council for the AnBryce Foundation.
