Overview
Gary represents clients in commercial litigation and regulatory matters. He focuses his practice on the energy and utilities industries, counseling public utilities, independent power producers, project developers, private equity firms and other entities navigating complex legal and compliance issues.
Gary’s practice is built on an understanding of both retail and wholesale electric power markets. His broad experience includes matters related to state-level certificate proceedings, rate cases, and complaint cases, as well as the Federal Power Act and the Federal Energy Regulatory Commission’s (FERC) Open Access Transmission Tariff framework. Gary advocates for clients before federal and state authorities, including the Federal Energy Regulatory Commission, U.S. Department of Energy, state regulatory commissions and federal courts handling appeals from administrative agency proceedings.
Gary also advises clients on their assessment of high-value transactions and agreements, including power purchase agreements and agreements for battery energy storage services. He helps clients identify potential risks in their strategic decision-making and maintain compliance in highly regulated industries.
Prior to joining the firm, Gary was an associate attorney at an international law firm in Washington, D.C. and an intern with the American Fuel and Petrochemical Manufacturers. Before law school, Gary advised Fortune 500 companies and trade associations on public affairs and political strategy.
