Andy represents competitive electric and natural gas service providers before the Public Utility Commission of Ohio (PUCO). He has extensive experience with the formation of government aggregation programs and the relevant marketing and solicitation rules. Andy provides general counsel to electric and natural gas clients before regulatory agencies and state and federal courts. Andy helped a major Ohio electric distribution utility obtain approval to transfer its generation assets, and he has represented energy clients in several change-in-control proceedings before the PUCO. For example, Andy assisted The AES Corporation successfully obtain change-in-control approval from the PUCO for its $3.5 billion dollar acquisition of The Dayton Power and Light Company.

Andy also represents the largest submetering company in Ohio, and has assisted in legislative and regulatory proceedings impacting the submetering industry.
