Adrian offers clients the benefit of his firsthand legislative experience. Having served as counsel and foreign policy advisor to a sitting U.S. Senator — with committee assignments spanning Appropriations and Banking — Adrian understands how Congress works, how funding decisions get made and where the real leverage points are in the legislative process.
He provides clients with legislative strategy and Senate-side lobbying services, with a particular focus on the appropriations process. Whether a client is seeking to secure federal funding, shape policy language, or navigate the complex relationships between congressional offices and executive agencies, Adrian offers the access, credibility and strategic insight that come from having worked at the highest levels of the Senate.
Adrian was the lead counsel reviewing and editing several congressional amicus briefs that Sen. Merkley led. These include Hively v. Ivy Tech Community College in the U.S. Court of Appeals for the Seventh Circuit, arguing that LGBTQ status is included under the definition of “sex” in Title VII of the Civil Rights Act of 1964 and The New York Times Company v. United States Department of Justice in the Second Circuit, arguing for release under the Freedom of Information Act of a number of Department of Justice Office of Legal Counsel memoranda related to targeted drone strikes, including one that involved strikes against American citizens.
