Porter Wright welcomes new partner to the D.C. market

Porter Wright announced today that John Howell has joined the firm’s D.C. market as a partner in the Government & Regulatory Affairs Group.

Howell has more than 40 years of experience and is nationally recognized for his comprehensive government contracts practice, which spans the full lifecycle of federal procurement, including contract formation and administration, claims and bid protests, litigation, procurement fraud investigations and international procurement. Throughout his career, he has also counseled clients on a wide range of international trade matters, bringing strategic guidance on complex regulatory and cross-border business issues.

Howell has handled procurement matters involving virtually every major federal department and agency, including the Departments of Defense, Energy, Health and Human Services, Homeland Security, among others. He also has deep experience with key components such as the Biomedical Advanced Research and Development Authority, Federal Aviation Administration and Federal Transit Administration. In contested matters, he regularly represents clients before the Government Accountability Office, agency boards of contract appeals, the U.S. Court of Federal Claims, the federal district courts, and the U.S. Court of Appeals for the Federal Circuit.

Howell received his J.D. from Duke University School of Law, earned his LL.M. from The National Law Center of The George Washington University and received his B.A. from Duke University.
